In 1995, Tom received a Master’s of Science Degree in Environmental Management from the University of Oklahoma. Following graduation, Tom joined the Oklahoma DEQ Risk Communication staff with responsibilities for managing the Tier Two submissions and providing assistance to Oklahoma LEPCs. He has reviewed thousands of Tier 2 Hazardous Chemical Inventory reports and worked on many projects with Oklahoma LEPCs.
Tom is a Certified CAMEO Instructor and enjoys conducting CAMEO training classes all over the world. In 2014 and 2015, Tom conducted CAMEO training in Istanbul Turkey, Rabat Morocco, Nairobi Kenya, and Vilnius, Lithuania. Tom has provided CAMEO training in Szczecin, Poland as part of the USDOD Partners for Peace program attended by HazMat planners and responders from the nations of Lithuania, Latvia, Estonia, Sweden, Norway, Finland, Ukraine, Poland, and Russia. Tom has conducted CAMEO classes in 48 U.S. states, and for a number of military and U.S. government agencies, including the U.S. Chemical Safety Board, U.S. Air Force, U.S. Navy, U.S. Army, USEPA, NOAA, FEMA, and USDOT.
Tom is the Lead Developer and Senior Instructor for the Department of Homeland Security, Office of Domestic Preparedness, “Introduction to CAMEO” courses delivered nationally by the National Center for Biomedical Research and Training (NCBRT).
Tom was elected President of the National Association of SARA Title III Program Officials in May 2018 and continues to serve in that position currently.
Tom has received several awards including the 2009 USEPA National Notable Achievement Program, CEPP State Partner Award and the 2014 Oklahoma Emergency Management Association Outstanding Contributor of the Year Award.
Tom is the author of the “CAMEO Companion”, a CAMEO software assistance manual.
A 27-year veteran of the Muskogee, Oklahoma Fire Department, Steven has pursued a specialized hazardous materials course of study throughout
his career. Steven retired in the fall of 2021 as Assistant hazmat director.
Steven is an authorized OSHA instructor through the University of Texas Arlington. Instructs for Tulsa Technology Center (TTC) and
Kiamichi Vo-Tech Schools providing hazwoper, permit-required confined space, and OSHA training across Eastern Oklahoma.
Steven has been a certified CBRN / C-WMD hazardous materials instructor for U.S. Homeland Security at the Center for Domestic Preparedness,
Oklahoma State University Fire Service Training, and with the Defense Threat Reduction Agency (DTRA) serving in Africa and Eastern Europe to build and deliver curriculum, hazmat capable personnel, and the ability to sustain training through train the trainer programs.
Steven is an NOAA-certified CAMEO instructor and has taught for Louisiana State University across the United States and in Morocco and Kenya.
He has also taught the CAMEO suite through DTRA in Senegal, Albania, and Oman.
Steven holds an associate degree from Connors State College in Warner, Oklahoma, and is pursuing a bachelor’s degree in Homeland Security
from Northeastern State University in Tahlequah, Oklahoma.
Steven served as a Subject Matter Expert (SME) briefing Environmental Protection Agency Administrator Gina McCarthy on Emergency Planning and
Community Right to Know Act (EPCRA) enhancement and federal engagement on the state and local level.
